Juvia's actually got about 3 in game years under her belt so when she initially joined she probably would've kept to herself, so him reaching out could've happened around there! the new employee getting her foot in the door.. maybe with her being temporarily assigned as his bodyguard some time later?

she'd probably try and keep in contact with him after that though since kind people are hard to come by. maybe on and off being assigned to him between other enforcer things.
