I'm all in for that tension and maybe even a fight :D Hijikata is p much off duty when he's on Leith, and the enforcers in general aren't cracking down too hard so maybe either!

1) Rin is striking/part of a protest and Hijikata interferes, even though he's off the clock, to try and disperse it
or
2) Hijikata is doing that ^ with someone else and Rin interferes with him and we can go from there \o/
