he'd probably be more likely to personally interfere if he saw someone personally be apprehended?? the whole hey you can't do that to someone else!! shounen speech. he'd only resort to violence if he saw it being used on someone else/if he wanted to get him away from the other protesters but its def possible they they could fight!!
