wonderful! lots of drug dealers in the undercity, haha. they have a thriving consumer market down there.

yep! they wouldn't really be in the more obscure routes (where the actual tunnel rats are, for instance) but they'd be littering the tunnels closer to the surface area, so that sounds totally viable!
