Two-three at most would sound feasible to us! The higher-ranked True Leithians aren't liable to be trapped on Westerley for too long, and if they were, they'd have their own means of escape--these individuals would be well-connected and moneyed compared to the rest. If anything, they're more likely to sacrifice their grunts to make sure their getaway is clean.

Which isn't to say you guys can't pursue them! But that you'd find a "general" on Leith, rather than hiding out in say, the Undercity, if that follows. One way you guys might accomplish this is to get the info from the underdogs and the connected resources of the other characters (info broker/company/killjoy) to figure out a potential hide-out for said general!
