Yes, I think it's likely that they've met - Takasugi does spend time on Westerley, even if he isn't there RIGHT NOW!
As for a thread, would you like me to have Takasugi reach out re: the condition of things where Ginshu is? I can hit an IC inbox if you have one ;u;
